Insulation of your domestic water lines and your heating lines reduces uncontrolled loss of heat. This is most important for those lines that are outside the heated living space (e.g., unheated basement). Room ventilation with heat recovery means controlled ventilation with defined intake and exhaust ducts. Simple exhaust fans in the kitchen or bath do not qualify here.
